Key Changes and Pathways to Residence in New Zealand

New Zealand is overhauling its business migration system by closing the Entrepreneur Work Visa category and launching the Business Investor Visa. This new visa offers two clear pathways to residence, aiming to attract experienced investors and innovative entrepreneurs who can contribute meaningfully to the economy. Here’s a quick guide to what’s changing and what you need to know.

Frequently Asked questions:

Why is the Entrepreneur Work Visa closing?

The Government found that the previous visa wasn’t achieving the desired economic outcomes, such as business sustainability and innovation.

What happens to current Entrepreneur Work Visa holders?

Existing Entrepreneur visa holders can continue to work in their businesses, but no new work visa applications are being accepted from 26 August 2025. The Entrepreneur residence category is not being closed. Therefore, holders of Entrepreneur work visas will still be able to apply for residence.

What is the new Business Investor Visa?

This new visa is designed to target applicants with significant capital and business experience to help grow New Zealand’s future.

It features two main pathways:

  • A NZ$1 million investment in an existing business, with a three-year work-to-residence pathway.
  • A NZ$2 million investment in an existing business, with a 12-month fast-track to residence pathway.

The policy is designed exclusively for established businesses that create jobs.

Are there any kinds of businesses which will be excluded from this new category?

The new scheme will be targeted and exclude businesses such as tobacco stores, franchises, convenience stores, and fast-food outlets.

Will applicants applying for residence under this category be able to purchase residential properties?

This is unlikely. The Minister of Immigration has indicated that residential property will be off-limits until investors meet residency requirements. This includes holding resident visas and having spent the required period of time in New Zealand.

When is the new policy coming into effect?

It will be introduced in November 2025.

Conclusion

The closure of the Entrepreneur Work Visa and introduction of the Business Investor Visa later this year mark a shift towards high-value, innovation-led business migration in New Zealand. The new visa’s two pathways offer clear options to residence for those ready to invest and contribute to the country’s future.
