English language requirements extended for the Accredited Employer Work Visa (AEWV)
From Monday, 1 June 2026 minimum English language requirements will apply to ANZSCO (Australian and New Zealand Standard Classification of Occupations) and NOL (National Occupation List) skill level 3 occupations.
The ANZSCO and NOL skill levels range from 1 (most skilled) to 5 (least skilled). Currently, only level 4 and 5 roles require evidence of English language proficiency.
The new requirement can be met by:
- citizenship in a qualifying English-speaking country and having worked or studied there for five years;
- holding at least a bachelor’s degree from an English-speaking country; or
- passing an approved English language test.
The standard of required English language proficiency will be IELTS 4.0 (defined as limited English) or equivalent.
What is a Level 3 occupation in ANZSCO or NOL?
Level 3 skill occupations have a level of skill requiring at least:
- A NZQF Level 4 qualification;
or
- Three years of relevant experience.
Level 3 occupations include Welders, Scaffolders, Electricians, Bricklayers, Commercial Concreters, and some Chefs. The definition and ranking of occupations can be found at ANZSCO or NOL
What is the reason for the change?
Immigration New Zealand say the purpose is to support integration, help migrants better understand their rights and obligations, and better allow migrants to raise concerns about non-compliant employers.
Immigration Minister Erica Stanford noted that skill level 3 roles make up half of AEWV applications.
Does it affect all AEWV holders in a Level 3 occupation?
It will not apply to people on an AEWV that expires before 1 December 2026 who apply for a new AEWV. This is to ensure current AEWV holders have sufficient time to learn basic English and sit a required English test.
It will not apply to people on an AEWV who provided evidence they can speak and understand English in a previous application.
It will not retrospectively affect current AEWVs.
It will not apply to job change applications or Global Workforce Seasonal Visa and Peak Seasonal Visa AEWV applications.
It will apply even if a job check token was received before 1 June 2026.
Book tests early
It can sometimes be limited availability for the approved tests, so we recommend employers ask migrant employees to book the tests as soon as possible.
